Multi-billion dollar companies all have a public relations departments that build the brand image on the national level, not just the local level.  Lottery's counterparts in the gaming and casino gambling industries certainly have very well-funded PR machines. How can Team Lottery carve out a more prominent place in the national consumer consciousness, and promote a positive public image for Brand Lottery on the national stage?  (Yes, we do need to deal with limitations on self-promoting PR; and the fact that 45 lotteries do not have identical PR agendas.  But still…)

Ø Panel Discussion:  Consideration, Chance, Prize: Is this foundational definition of gambling being circumvented by game developers and online operators?

The government-lottery industry depends on the effectiveness of regulatory frameworks to protect its business model.  Market-driven changes and well-funded private interests (off-shore online gaming operators, Facebook and Google, Sheldon Adelson, etc.) are making it increasingly difficult for governments and their regulators to control the industry.   “Non-money” online games (paradoxically, some that are making more money than real-money games) are integrating prizes into their game structures in ways that defy the traditional definitions of “gambling”.  Games are being invented that have an element of skill, or some twist on prize structure or the precise nature of the “wager”, or otherwise finding ways to avoid being classified as "gambling".  What about Fantasy Sports – why is it not classified as gambling? Bitcoin and cyber-currencies threaten to unleash underground economies that evade regulatory constraints and the obligation to pay taxes.   Online betting websites that replicate the lottery-playing experience and others that appear to be selling the most popular lottery games like Powerball, Mega Millions, Euromillions but are illegal and fraudulent … What are the front-lines in the battle to preserve the integrity of the gaming and gambling industry?  What can we do to prevent the breakdown of regulatory discipline and effectiveness?

Thank you all for participating in Lottery EXPO.  It's been a fabulous three days.  We hope you all enjoyed it and accomplished all of your objectives.  We will be working on our Spring and Fall conference events and will keep you posted as we confirm dates, venues and programs.  Hope to see you there.  

In the meantime, I'm sure we'll see you at NASPL Atlantic City in a couple weeks, and then at the World Lottery Summit in Rome in November.  Be sure to come to the PGRI Lottery Industry Hall of Fame Induction ceremonies at both of those events.  Gary Grief (Executive Director Texas Lottery and President of NASPL) and David Loeb (CEO Western Canada Lottery Corporation) will be inducted at NASPL event.  Tan Soo Nan (CEO of Singapore Pools) and Jean Jorgensen (Executive Director World Lottery Association) will be inducted at the WLS event in Rome.   Too, the winner of the Sharp Award for Good Causes will be recognized at NASPL.  This award goes to the NASPL lottery with the highest year-over-year percentage increase in net funds generated for its beneficiary.

Congratulations again to the recipients of the Rebecca Hargrove Award for Mentorship (Connie Laverty O'Connor) and the Major Peter O'Connell Lottery Industry Lifetime Achievement Award (Bret Toyne).  It was a lovely ceremony honoring two of this industry's most respected and well-liked leaders.  Their dedication is so appreciated and their contributions to the success of the industry, and to the success of so many of us on a personal level, have had momentous impact. Thank you Connie and Bret for all you do and for all you will be accomplishing in the years to come.  
 
And Thank you to our two keynote speakers, Cindy O'Connel and Gary Grief, for kicking Lottery Expo off in such great style and setting the stage for a series of thought-provoking panel discussions and presentations.  Thank you to all of the presenters, panelists and moderators as well.  And thank you especially to Cindy O'Connel and the incredible Florida Lottery team for being the most gracious and hard-working hosts anyone could hope for.  Everyone loves Florida and you just lock it in by making sure everyone is so pleased and impressed by the wonders of the Flamingo State.  We can't wait to be back next year!
